How to Permanently Redact a PDF

A PDF is permanently redacted only when the sensitive text, image pixels and metadata are deleted from the file, not covered by a shape. Use a tool that applies true redactions, such as the free PDF Redaction tool, Acrobat Pro's Redact tool or Preview's Redact tool, then confirm the result by trying to select or search the removed text and by running the file through a redaction checker. Black boxes drawn with annotation, shape or highlighter tools can be removed by anyone.

This guide explains what a permanent redaction changes inside the file, the steps to do it, and the tests that prove it worked.

What changes inside a permanently redacted PDF

A PDF page is a list of drawing instructions plus resources such as fonts and images. A real redaction tool:

1. Deletes the text runs that intersect the redaction area, or rewrites them without the removed characters.
2. Re-encodes images so the pixels under the box are gone, not just overlaid.
3. Removes annotations, form fields and links that reference the area.
4. Flattens the page, so there are no optional-content layers that could be toggled on.
5. Clears document metadata: author, title, subject, keywords, creation tool, XMP history and thumbnails.
6. Draws the visible box last, purely as a marker.

Method 1: permanent redaction with the free online tool

Steps

   Start from the original file

   Always redact the original PDF, not a copy that was already "redacted" with shapes. If you only have a marked-up copy, the tool will still detect the text underneath and remove it.

   Drag the file into the free tool. It is processed in your browser and not stored on a server.

   Mark everything that must go

   Keep the AI highlights you agree with, add boxes for anything else, and use search to catch every occurrence of a name or number. Enable face detection if the document contains photos.

   Download the redacted file

   On download, the text runs and image pixels under every box are deleted from the PDF structure, the page is flattened, and document metadata such as author, title and history is cleared.

   Prove it is permanent

   Open the result: press Ctrl+A (Cmd+A) to check that nothing under the boxes is selectable, search for a redacted word, and run the file through the free redaction checker.

Method 2: Adobe Acrobat Pro

Acrobat Pro applies permanent redactions when you use the dedicated tool: Tools → Redact, mark the content, then Apply. Two steps are easy to skip and both matter. First, confirm the prompt to remove hidden information. Second, run Sanitize Document to clear metadata, comments, attachments and hidden layers; applying redactions alone does not do this. Save under a new name so the original is not overwritten.

Method 3: macOS Preview

Preview's Tools → Redact (macOS Big Sur or later) deletes the text under the selection and warns that the action cannot be undone. It does not run OCR, so scanned pages cannot be redacted this way, and it does not clean metadata. Preview's Rectangle and Highlight tools are annotations and are not permanent.

What is not permanent

• Rectangles, highlights and stamps added with annotation tools.
• Shapes drawn in Word, Google Docs or PowerPoint before exporting to PDF.
• Text coloured to match the background.
• Blurred or pixelated regions in screenshots.
• A PDF "printed to PDF" from a marked-up copy: the text layer usually survives.

Each of these leaves the original content in the file, where a viewer's select tool, a search box or a one-line script will find it.

Common mistakes that undo a permanent redaction

1. Redacting a copy and then sending the original.
2. Leaving the original attached to the PDF as an embedded file.
3. Redacting text but not the scanned image of the same page.
4. Forgetting bookmarks and form-field values that still contain the data.
5. Skipping the final check.
